Use this template to develop an Annex F to provide additional details and guidance for an operations plan.

Joint Publication 3-61 Public Affairs provides guidance for developing an Annex F of an operations plan. The execution section assigns responsibilities and provides guidance for the conduct of public affairs activities. The administrations and logistics section addresses all public affairs-related transportation, communications, billeting, equipment and personnel resources required to support the plan. The PA Annex is a staff planning document that is an output of the Joint Planning Process. It tasks subordinate maneuver support commands and coordinates PA effects across the operational and informational domains. 

You may include information beyond JP 3-61's guidance and should consider all elements of the information environment. Use this template to draft an Annex F that covers:

  • Situation.
  • Mission.
  • Execution (including PA postures).
  • Administration and logistics.
  • Command and control.
